About the Board

The Evergreen Public Schools Board of Directors is a key part of the "public" in public education. District voters elect the five board members to represent the public's views on how education should be governed at the local level.

Each board member serves a four-year term, and together, they are responsible for establishing the district's goals and policies and are the governing body on adoption of school budgets and all fiscal matters. It's the job of the superintendent, who represents the board, and the district staff to carry out the board's wishes.

The board welcomes and encourages public participation during its meetings. Members believe that good schools and the community nourish each other and that active citizen interest guarantees the excellence of public schools.

All meetings are open to the public (with the exception of executive sessions). At each meeting, the public can participate in one of two ways. The board asks for citizen comments to permit audience members to raise district issues not listed on the agenda. Or, you can speak regarding any information or action item on the agenda, at the time that item is discussed.

Board Members

Victoria Bradford, President of Comfort Interiors and Décor - Sustainable Design Solutions, was elected to the school board in November 1999 to the District III slot. She is the mother of two daughters, both products of Evergreen Public Schools and now college students.

A former banker and long-time school volunteer, Ms. Bradford attended Portland State University and Marylhurst College. Prior to joining the board, she served as chair of Evergreen Citizens for Schools, chair of Evergreen Coalition of Parent Organizations, and president of a Parent/Teacher Association.  She worked on several other district committees and was a member of a Shared Leadership Team.  She is a cofounder of the Quality Education Coalition of Clark County. Bradford is currently the board's Vice President and Federal Relations Network representative and previously served as the board's President.

Joan Skelton, a mother of five and grandmother of 13, was elected to the school board in 1995 from District II. She has served several years as the board president, vice-president and legislative representative. Skelton worked as a volunteer in classrooms, on district advisory committees, Shared Leadership Teams, and the design team for Heritage High School. She was named a “2004 Woman of Achievement” by the Clark County YWCA.

She is a homemaker, cofounder of the Camp Bonneville Neighborhood Committee, graduate of the Washington State School Directors Association (WSSDA) leadership training, and served several years on the WSSDA nominating committee. She is a WSSDA MAPS (Mentoring Advanced Programs for Students) member and cofounder of the Clark County Quality Education Coalition. She is the Board’s current President and a member of the Evergreen School District Foundation.

Troy Thomas, IT Technical Lead for Pacific Crest Technology, was appointed to the board in 2004 and elected to represent District I in 2005. A father of two, Thomas has served as the board's representative to the Washington State School Directors Representatives to Washington Association Legislative Committee. He served as a member on Orchards Elementary School's Shared Leadership Team for more than two years and is a graduate of Leadership Clark County. Thomas has completed college courses in Civil Engineering and Business Management.

Holly Williams, representing District V, was appointed to the board in August 2000 and elected to the board in November 2001.  A mechanical engineer, Williams moved to Vancouver in 1980 for a job with Hewlett-Packard, but left the company in 1989 when her oldest son was born.

Now a stay-at-home mom, Williams has served on Ellsworth Elementary School’s Parent/Teacher Organization and Shared Leadership Team and as a parent volunteer at Wy’east Middle School. In Addition she has worked with the Evergreen School District Foundation, served on the City of Vancouver’s Charter Review Committee and on the Washington State School Directors Association Legislative Committee. She is a graduate of Cornell University and has two sons who attend Evergreen Public Schools.

Todd Yuzuriha was appointed to the school board in June 2008 to serve District IV. His older two children, educated entirely through the Evergreen School District, now attend Stanford University. His youngest child is currently in fifth grade.

Yuzuriha retired in 2006 as Vice President of Engineering for Logitech, where he led product development teams in Vancouver, Fremont, California, Hong Kong, and Taiwan to design the company's audio and video game products. Prior to Logitech, Yuzuriha was Senior Vice President of Engineering for Labtec in Vancouver, Director and Senior Director at Sharp Microelectronics in Camas, and Engineer and Engineering Manager at Tektronix.

He is keenly interested in skills development, serving as a MAPS (Mentoring Advanced Programs for Students) volunteer last year at Mountain View High School for calculus. He is the author of the book, “How To Succeed As An Engineer: A Practical Guide to Enhance Your Career,” and led management classes at Sharp. He has a bachelor's degree in engineering from Stanford, a master's degree in engineering from the University of California at Berkeley, and an M.B.A. from the University of Portland.
